Recognizing the need for comprehensive environmental strategies, TOVA Applied Science & Technology provides a network of professional and academic experts to provide high quality, individualized and responsive services to our clients.  TOVA's principal, Booker Holton, Ph.D., and Senior Associate, Elaine Gerstler, J.D., manages the firm's resources.

Dr. Holton has a twenty year history in the environmental and resource management field. He has directed or managed the preparation of over 200 environmental management and assessment studies.

Elaine Gerstler has nearly twenty years of environmental law and regulatory experience. She provides leadership in environmental and land use planning, impact assessment, and policy analysis.
